The cost of the project is now estimated at $48 million, up 6.6% from the original $45 million budget. The variance comes from dealing with unanticipated ground conditions as well as change orders during the course of construction.
The delay in opening is due to cumulative delays from the beginning of the project that could not be overcome (including the unanticipated ground conditions reported in June).
Council expressed their disappointment with the changes and has directed the construction manager and architectural engineers to work together diligently to minimize future risks to this important and exciting community facility.
Administration will continue to provide Council with project updates until the opening date.
Administration also asked Council to approve bringing forward an amended borrowing bylaw to refinance the existing loan and better align annual cashflow from funding sources with loan payments. Council decided to defer the refinancing decision until the impact on other capital projects in the 10 Year Financial Plan can be fully understood. Council will include the discussion about further funding of the project and refinancing of the current loan in the 2017 budget deliberations.
