Appearing in Front of Council

Delegations

You may appear as a Delegation to Council if you are presenting on an issue that: 

is of broad interest within the Town of Cochrane
will initiate interest in and guidance on a solution for an item of public concern
will bring Council up-to-date on an endorsed community project, idea or concept

Council delegation form

To appear in front of Council, you must fill out the Council delegation form, clearly indicating the topic and purpose of the presentation for inclusion in the meeting agenda.

Residents and organizations may request to appear as a delegation before Council to present information, provide input, or make a request on matters within the Town of Cochrane’s jurisdiction. Delegations are intended for matters of broad interest within the municipality, including items of public concern, issues where Council guidance may help inform a solution, or opportunities to update Council on an endorsed community project, idea or concept.

All requests are reviewed by Legislative Services for eligibility and scheduling in accordance with the Procedural Bylaw. Not all delegation requests are approved.

Presenting to Council

The following rules apply when presenting to Council:

If you have written or electronic submissions as part of your presentation, a written submission must be provided to Legislative Services at least seven working days prior to the meeting.

If your delegation consists of more than one person, you must appoint a spokesperson that will be responsible for representing the group.

You must identify yourself prior to addressing Council.

Any printed materials provided will be made public, subject to provisions of the Access to Information and Protection of Privacy Acts.

You will direct your presentation to the Chair.

Your presentation is limited to five minutes for individuals and 10 minutes for groups. This does not include time for questions or clarification by members. The Chair may extend your time limit as necessary.

Council may not make any decisions at the meeting on any requests made. Requests are referred to staff for review, reporting and recommendation to Council at a future meeting.

Please note that presentations to Council will be livestreamed and recorded.

If you would like to reappear, you are able to do so only if you will be presenting new or significantly additional information.

Public submission

Public hearings are formal proceedings that follow rules set out by provincial and local legislation, allowing members of the public to participate in the planning process and share their feedback on proposed changes in the community. 

Please use this form to submit a comment relating to an upcoming public hearing item. Written comments must be submitted by 10 a.m. on the Thursday before the public hearing. If you would like to speak at a public hearing, please contact Legislative Services at 403-851-2500 or legislative@cochrane.ca.

Presentations and written comments are due to planning@cochrane.ca on the Thursday prior to the meeting date by 10 a.m. Public submissions, including name and address, will form part of the official record for the public hearing which is available to the public and published on Cochrane.ca.
