Cochrane 2026-2030 Strategic Plan 

Cochrane’s proposed 2026–2030 Strategic Plan sets a direction for the community over the next four years. It reflects Council’s work to identify priorities for Cochrane’s future and provides a clear framework to guide decision-making, including how the Town plans, invests and delivers services. 

 The Strategic Plan focuses on the areas where change, growth and investment matter most, while ensuring the Town continues to deliver the core services residents rely on every day. 

 Priority areas 

The proposed Strategic Plan is organized around five priority areas: 

  • Responsible community growth 
  • Strong financial strategy 
  • Infrastructure delivery 
  • A thriving economy 
  • Housing for people 

 Together, these priorities help guide how the Town balances growth, services and quality of life for the community. 

 From direction to action 

The Strategic Plan sets Council’s direction. Administration is responsible for determining how that direction will be implemented through specific projects, initiatives, timelines and measures. 

 This work is underway and will continue following Council’s consideration of the plan. Additional details, including key results and timelines, are anticipated in fall 2026. 

 Maintaining core services 

While the Strategic Plan identifies key priorities for the future, the Town continues to focus on delivering the services residents rely on every day. 

 Maintaining infrastructure, delivering programs and supporting the day-to-day operation of the community remain ongoing priorities alongside this work. 

 Council consideration 

Council adopted the foundational elements of the plan on June 15. This includes the Vision, Mission, Promise to the Community, Strategic Priorities and Objectives. Administration will return to Council in the fall with a comprehensive Corporate Business Plan and implementation framework outlining key projects, initiatives and timelines for Council's consideration.

Report to Community

The Report to Community updates stakeholders and residents on Town operations. The Town of Cochrane publishes this report once a year and has since 2014. The report include progress updates on Council priorities and capital projects, including the Ten-Year Financial Strategy.
